what is this on safety credits? i see ways of getting more but none on getting them taken away. is this purposeful?

The intention is to reward teams and individuals when they are doing something good and counsel them when they are doing something they shouldn't. Taking credits away would be punative. So safety credits will not be taken away once earned.
