This might involve a little work but...
How about ranking every team by the average amount of points they have scored each match they have played. In the case of a tie use something like number of wins or the flip of a coin to break the tie. Then the highest ranked team by this process goes to Archimedes, the second to Curie, the third to Galileo, the fourth to Newton, the fifth to Archimedes again, etc.
This ensures that each division is about equal (more equal than the current method), and ensures that a different assortment of teams are in each division, each year.
