I believe she's talking about a regional.

The way I see it, if you win EI at your first regional, you have at the same time been recognized for your achievements, received some shiny hardware, and received your invitation to the Big Dance. Winning it again would be awesome, but it also would keep another team from getting their ticket to the same Big Dance.

At least that's how I see it.
