That's all the luck of the draw. Sometimes you'll be paired up with good alliances and sometimes you won't. FIRST can't/won't purposely rig "random" alliances to make sure they are "good". And neither can FIRST control the attitudes of the other alliance members.

Sometimes you win some, sometimes you lose some. That's just the way it goes.
