Problem solved but now another question

I'm tyring to compile the default code for the Vex microcontroller. Unfortunately, MPLab can't find some of the header files. The odd thing is that I included the header files into the project and they are in the same directory as the default code.
**Never mind. Some of the files are defined locally while some of the others aren't. That's why the error message is appearing.**
Is there any significance as to the why some files are defined locally and some are not? Can I just change that?
