Or they could desginate so many rows down in front for scouts and have everyone else (teams) stand behind them. It's just not a very FIRST like thing to sit in the stands and not make any noise during your match. It's obviously not a very good match if it's not exciting enough to get everyone on their feet and making noise to support you.
