I have to agree with Ken here. They're already jumping through hoops (
captcha and e-mail verification) and I think the waiting period would cause more harm (turn off newcomers) than good. The captcha and e-mail verification is catching a lot of them -- I'd hate to see the spam levels if those two methods of prevention weren't in place.
