Expires is when the cache of the image on your computer is removed.
Now, the image is a JPEG, using JFIF standard 1.01 (which is not uncommon). From what I see, there is no embedded thumbnail. Nothing pops out when I view it in a hex. There is nothing human readable in the non-binary parts of the file. (besides the JFIF header)
In the picture itself, from what I can tell, the background is indeed mostly blue and gray (no surprise there). The plate is mostly red, green, and yellow. The '5' is made up of dark grays. (ranging from close to #0A0A0A to #0D0D0D). And unless there is some fancy steganography stuff, I don't think there is anything -literally- hidden in the image.
But I bet someone out there will think that the red,yellow,green, and blue represent 'targets' of some sort which a camera will have to detect and do something accordingly. Perhaps there is a 5th color too. But I doubt it. =p It'd have to be a purple... it's the only distinct enough color left that a camera would be able to pick up (from what I believe, someone disagree?)
