Perfectly legal. It's COTS item offered by BaneBots and it costs less than $400. Well. Perfectly legal as long as you still stay under your $3500 limit.
EDIT: I weighed them in at around 2.5 lbs apiece last night. The only scale I had was a bit nutty, so YMMV by +/- .25 lbs.
