They're legal if they haven't been modified in any way. If you've machined the hub, bored them out, or speed holed them, then they aren't legal. If they're the exact same as they were when you bough the off-the-shelf then they're legal. This only applies if you bought them off the shelf. If they had to be made custom, then they're not legal.
