There are places that specialize in broken bolt removal, at least there's one around the corner from me. They might be able to use an Easy Out or another specialized tool to get the bolt out.

Another possibility is to find someone who can use some form of EDM, Electrical Discharge Machining. This will literally burn the screw out, but without damaging the threads.

You could also drill out the screw, and thread the larger hole for a threaded insert. Keensert is one brand. The insert reduces the hole size back to what it was originally.
