The only relevant rule is this:

The intent is to allow teams to modify mounting tabs and the like, not to gain a weight reduction by
potentially compromising the structural integrity of any motor. The integral mechanical and
electrical system of the motor is not to be modified.

That rule does not define what a "modification" is. I had heard a few years ago that a team had to get new motors because the judges ruled that they were not allowed to use the motors they soldered onto.
So...please ask at the FIRST QnA; there isn't a definite answer that I can find.
