Drew,
Without seeing the color of the light or the way the fan is mounted in your robot it will be difficult to give you advice. A regular fan on the robot in addition to those mounted on the Speed controllers is allowed under the rules. The light and how it might effect vision systems on other robots would be the question. Inspectors and judges at the event you attend will rule on this critical issue. If you think it might be a problem be prepared for removing it or disabling the light.
