I've never put together the animation for submission before, but I have had video editing experience before. What you are looking for is called VirtualDub. It is a very efficient program for compressing video. Import your video into VirtualDub and process the video and audio using any number of compressors. If you have any trouble, PM me and I'll help you the best I can!
