Neat Electronics - That's due to a couple of obsessive compulsive students and also designing up the electronics layout in Solidworks beforehand. YES! ACTUALLY LAYING OUT YOUR ELECTRONICS BEFORE YOU START WIRING CAN BE A GOOD THING!!!
The "shiny blue stuff" is actually aluminum sheet metal that is anodized (color electrochemically bonded) blue. One of the team sponsors does this. (Usually not cheap). Team 229 has a whitepaper somewhere for a "layman's" anodizing
