Ok so I've been doing a little digging and found this in the FIRST Forums, it looks like FIRST is aware of the issue and has made some type of arrangement to correct it.

this was posted at the beginning of the month so I am not sure if this was just for build season or not but it's worth checking into. Hope it helps.
