I doubt anyone makes a CAD program that also does CFD (computational fluid dynamics).

A wind turbine is probably one of the least efficient ways to recover energy from vehicle speed. You might consider connecting the input of a generator to a rubber wheel that can be pressed against one of the drive wheels as a dynamic brake.
