I'm guessing it was a misguided* attempt at creating balanced alliances. Now that it's in the program, the program can be tweaked to change the matchups within that structure (ie, don't have to have a perpetual opponent), but they can't get rid of the pools without totally rewriting the program. Hopefully they will continue to tweak through the regionals, and a new non-pooled program will be available for Atlanta.

* - misguided, in that team number alone doesn't equate to team strength. At GLR, we could have had a "balanced" alliance of 67/469/1114 because of the pools. It didn't happen, although 469 and 1114 were together once.
