How did they win the 2004 Chesapeake Chairman's? I thought HOF teams were ineligible.

If you count the "Chairman's Finalist" awards, Buzz would also be in there. They were finalists in 1999, 2000, and 2001 before winning a Regional Chairman's award (the first year of regional chairman's awards) and the Championship Chairman's award in 2002.
