I did this for my personal weblog and it was hard, even when i have a lot of experience in web design.
I managed to get it to the point where it was scrolling the bottom half horizontally using javascript, but also could do it without javascript, but not with the smooth sliding action. All I got out of it though was a pretty template that everyone had some kind of trouble viewing.
But hey I went for the hard to pull off horizontal scroller, if you think you can pull it off then best of luck to you, it's quite an achievement to do that and have a valid, efficient and cross-browser page.
