I doubt it. If teams started doing that, they would probably issue an update that says you can't start on top of another robot.
This strategy is amazing because even if you lose, you get 30 tie-brake points.
However, the way I would this is if we took off our arm (which is pretty easy to do) because I would be too scared of another robot hitting us, causing us to fall down. You don't have to ram to knock the other robot off; a light push will do it, and that is likely to happen if opposing teams enter your home zone for ringers.
