It will give you that error if you select a file that is already open. It opens a file automatically on startup. And yes it's written in VB, i used visual studio express.

And about the source forge policies, I've been TRYING to contact anyone who can tell me what is acceptable for the code. But to no avail, so at this point if i get in trouble I'll switch back to the other download site.
