A rocking robot base means the end of a horizontal extension (such as a tube-holding arm) moves up and down. Lots of rock means lots of up and down. That's an inconsistency that can't easily be countered by sensors on the robot. If your scoring relies on accurate placement of the arm, rocking can be a significant problem.
