Don't think for a minute that there will be no surrogates, even if all the numbers are evenly divisible by 4 and the number of matches per team. This year's scoring system seems fixated on ensuring that each match consist of one team from the first 1/3 of teams numerically, one team from the second 1/3, and one team from the last 1/3. The "thirds" appear to be across all 2007 registered FIRST teams, not just those teams attending a particular event or in a particular division. Thus, if there are more teams in the second and third thirds than there are in the first third, some teams in the first third will wind up with a surrogate match at the end.

Having said that, the scoring system developers have an extra week to tweak the system before the Championship Event. No telling what improvements they might make to it.
