The 3 pools DO fill up based on the particular teams at that event. Just compare Philly and Colorado match lists. If the number of teams is not divisible by 3, the lower number pool is the last to fill.
If each division has 90 teams that is 30 even in each pool, and 15 match average cycles. Now I am not saying the scheduling algorithm will not schedule 6 surrogates just for the heck of it, but it doesnt have to.
