NO MORE WATER  .  Think about the paddle wheel boat he was talking about. If you tip the paddle wheel vertically, it looks like the rack, thus the inspiration for the rack! And the inner tubes were only logical as a game piece for a bunch of crazy people obsessing over a water game.
