I know you are looking for data from the states, but you might want to contact the organizers of the GTR regarding the strong support that the Toronto District School board provides to Toronto teams, and ways in which the province supports FIRST.

Right now in BC there is nothing in the way of provincial support, but I have reason to believe that may change in the next year.
