Now, are you allowed to quote that price, or do you have to use the retail price. I'm really torn on this because technically any team can go out and buy a piece of scrap and it would be considered a new piece of metal, but not every team could go out and by the exact same size for the same price.

If you purchase it for the scrap ebay cost then I believe you can count it as that cost. But I dont think you can buy it stock and count it as the ebay price. I have to go find the manual and check.
