Just a little factoid: none but the really *really* expensive UPSs actually do line filtering. The UPS on your computer probably doesn't filter the line at all, but will look filtered when disconnected from mains power supply. It might be a true sine wave, but I think that they generally use a stepped wave that bears similarity to a sine wave (that's the way most inverters work; and that is all a UPS is--a battery with an inverter and a charger in one box).

So it's not surprising that the UPS isn't filtering the noise. I'd be curious to know if the disconnected UPS (beeping away) would fix the problem with your circuit.
