One very effective way of "leveling the field" at smaller events is to not let the top 8 pick from each other. I've seen that many times, and have to admit things get very interesting and good scouts are worth more than their weight in gold at these events in particular.
I do have to say, that the current selection rotation 1-8, 1-8, 8-1 does seem a bit peculiar and one I haven't personally seen in 7 yrs. But, we'll just have to see how it goes.
I'm sure it will be fun anyway!
