Can the robots be operated before you press start? And do they become disabled when the autonomous timer expires (and again at the end of the match)?

I know I may sound like a broken record, but it sounds like the programs were started using the 2007 FTC Competition template. The template and the master code are what determine if the robot is in autonomous mode or operator controlled mode. The field controls only enable or disable the transmitter.

Also make sure the start up sequence is correct. Make sure both the robot and transmitter are OFF. Put the robot on the field. Plug the transmitter into the field controller. Turn on the robot. Then Turn on the transmitter.

Which do I use?
The "Vex Arena Controller" is a generic tool to operate the field controllers that is supplied by Innovation FIRST with the field controls. You can use it for testing or if you were running an event where you want to change the timing.

The scorekeeper software is an integrated solution developed for FIRST that handles all aspects of scoring (match generation, displays, rankings, alliance selection, individual match scoring, and robot control). That is the one you should be using.
