There might have to be some tweaking of the formula one way or the other, but it sounds like a plan that could be made to work.

As to the logistics of different ship dates, I propose we take a page out of the IRS Playbook. FIRST should put out a form and an instruction book and then put the burden of proof back on the teams. I guess that FIRST would have to have clearly defined penalties for failure to file and late payment etc. but I think FIRST could work that out ;-)

Bottom line: Sounds like the beginnings of a plan everyone can live with.
