The way my team picked our allies was that our drivers&coaches went around after our last match and looked at machines (i'm not sure how far they got but i know they did go to the back of the tent cause it was close to us) and they formed a list of teams that had features that interested them. In addition, the intelligence branch formed a list of teams that they'd seen perform well, fit the specs, and just plain liked.
we made a wish list of what we thought would compliment us best and used it to put teams on the list, this is the list off the top of my head:
-floppie-picker
-reliable basket
-pole clamp and puck climbing (both options for strategic flexibility)
-reasonable reliablity record
-not in the bottom 40 of the rankings (unless personal interview proved otherwise)

The Driver/Coach team made a long list, then the Recon Team made another list. The two compared & discussed then ranked the lists.

I know that we did not collect info on every team but we tried for a good sample. Plenty of good teams get shafted because even with 2 picks per seed, not all of the good teams get picked but hopefully the best get recognized by someone and go on to the final dance.
