I'll have to disagree with that statement, but then again I have a couple years of expierence in doing this kind of stuff. lol

For my bright Orange Hair in 2006 & 2007 I bleached my hair (almost to an extent of being white) (Me on the right : http://www.chiefdelphi.com/media/photos/24904 ) & then added some great spray on color stuff called: "Streaks & Tips Temporary Highlight Spray Color - Neon Orange."
I found it at a Beauty Supply store one of my other team mates bought some hair glue at and it works wonders... It washes right out with water and shampoo at the end of the day which is a plus for going back to work or school after competitions as well. lol And don't be fooled by the stuff they sell at halloween to color your hair. It's ok, but it's not as bright as this stuff. This is the brightest orange coloring I have found so far.

I have a better picture showing the ultra brightness of the coloring I'll have to link later. I can't access facebook to get to my pics from work.

As far as a template, I know in the past I had my hair stylist cut some lightning bolts in my head, but I never thought of coloring it in. (I was like 10 at the time. lol)

If you can get in touch with a person who cuts hair regularly, or as a hobby, they may have some more suggestions. (I'm lucky as my Mom who went to hairdressing school at one time in her life is my consultant nowadays. lol I can do some crazy stuff & get some awesome ideas from her.)

And, one more thing. The bleach @ home kit isn't that hard. They basically give you bleach powder & you add some water. Then you literally paint the bleach on your hair with a paint brish they give you as well.
It does sting your scalp though if you go that far down.
I didn't know that the first time I did it.
