Regardless of your views on politics, it is still to FIRST's benefit to get exposure among people, especially prominent folks like Giuliani. The more people see and hear about FIRST's programs, the more likely it is you'll see programs get started (and get stronger) across the country and around the world.
Infiltration would be if they yanked the curtain off the field and there were a bunch of campaign signs plastered on the lane divider.
