Actually, the correct solution to Hint #2 was slightly different. Go to the indicated coordinates (Copley Square in Boston) and look along a compass heading of 342.242026 degrees, and you will see this:

The "tortoise and hare" connection to racing should be obvious. There were a few people in the Hint #2 discussion thread that correctly solved the clue (but didn't know it).
