No. If you read Section 8.3.7, you will find motor/servo restrictions. If you read <R59> in that section, the HITEC HS-322HD servos are the only ones (other than VEX) that you are allowed to use. (And the same rule lists the only other allowed motors, as well.) <R60> bans all non-kit, non-<R59> motors and actuators.
