What they mean by that is that, no matter what, you will be changing things, realizing something doesn't work and scrambling trying to figure out how to make it work. As Bobby said, a key part of the engineering process is to design and
optimize. When you test, you'll more than likely see that you need to change some parts in some way. So technically, you're never really done.
Also congrats to those who have finished their robot so early.
