In previous competitions there were similar rules to prohibit teams from launching objects at an opponent's team station. I'm almost positive that's the intent of these rules, although they are not clearly worded. Under the old rules you could launch a ball away from your own station towards the goal and would be subject to DA/DQ only if the ball went well past the goal and landed in the vicinity of the opponent's players.

On the other hand, given the geometry of the goal this year I'm not sure how effective a robot attempting to launch balls at the goal will be. The target is relatively small.
