It is a good rule. Without bumpers you will probably have to make a really strong chassis and risk breaking it every time there is a defensive round. One of the major complains back in the day was robots breaking. I am sure you do not want to re-build your chassis before the final round of a regional because the play got a little rough. I am sure some of the older folks can tell you stories about such things. The rule is there for a very good reason. If you get creative, you can also save some weight on your chassis because of them.
