Yes, the optical sensors were in the kit last year and yes, they're tragically no longer with us.

My team did receive magnets for use with the reed switches. They were in a very small brown envelope. Take another look. Moreover, you're allowed to use an unregulated amount of magnet material on the robot this year. Now about magnetizing the metal...I'm not so sure. It seems as if that shouldn't be illegal, but we'll see what other people say. However, I think it'd probably end up being in your best interest to use a few little magnets instead. Makes everything easier in my opinion.
