If your other IR inputs are working then I'd suspect a bad connection for IR digital output 1.
Since you've tried moving it to different RC input pins, maybe it's one end or the other of the ribbon connector.

Does the battery you are using power both the RC and the IR board?
If you use different batteries then the code will get different results.
