Basically, the way that the system should be set up is like this
Compresser, pressure switch, relief valve, tanks, 120psi
From there, only 60 PSI (or less) will be let through to the solenoids and cylinders. This is so that, among other reasons, there is not an immediate drop in performance after using up air, because, as long as the tanks hold more than 60 psi, the "working pressure" will always be at 60.
