Would the manufacture of some minor addons be allowed in this time?
It appears so, but I would like clarification on the rule.

For reference, we are attending a week one regional.
Add-ons would qualify as "UPGRADE PARTS". (definition below) So no. (Yep, it's right there in the part you quoted.) Bring the raw material and tools to the regional, and build them on Thursday.
