This obviously does not stop the first hurdle, but can significantly slow down/stop that robot after the hurdle.

This would be covered under the pinning rules.
As far as the original topic goes: As long as bluabot has a ball in it's possession, it will be a penalty.
Defense will be played ... but most likely will be played outside the home streches.
