Putting the balls in the basket is in the spirit of the rule. The definition of throwing can mean many things. The amount of force, tragetery, movement as well as pushing.

Lets not get so picky with the rules. Doing so would cause more problems than it would solve.

In the three regionals we have been to the action of loading the basket has been acceptable and no official or team has brought up this question.
