No, Puerto Rico is really part of the United States. There official status is that of a Commonwealth. Puerto Rico has a US Representative that is not able to vote when it counts (i.e. his vote can't affect teh outcome of a vote which makes it more or less pointless but they give him one anyway). Puerto Rico does have a Governor that is elected by the people of Puerto Rico. Puerto Ricans are US citizens and have recently voted as to whether or not they wanted independence, statehood, or to stay as a commonwealth. The vote was not binding but the majority wanted to stay a commonwealth. In conclusion, Puerto Rico is part of the US.
