Are we allowed to purchase extra casters?

Answer:

I am sorry, no. However, if there is a ground swelling of support for liberalizing the Additional Hardware List (more than it has been already, I mean), we will consider it. But, failing that, 4 casters will have to do unless you can make them out of legal kit materials.
