Not really...going through the teams in Archie, I've found many good hurdlers who can also speed around the field. Trust me, there will be no shortage of good hurdlers for each alliance. I still highly recommend have 3 hurdlers and the 3rd hurdler being a strong defender with a fast drive train (yes that is a contradictory argument but the type of defense being played this year is not in terms of brute pushing force).
btw, the point of the 3rd hurdler is not that all three
will get to hurdle, its merely the fact that if needed under certain circumstances, the main or secondary hurdler can switch strategic positions with the 3rd hurdler/lapper if the first hurdler's mechanism dies or something.
