Each division has like 10-12 and the really stacked ones like Galileo have like 14...3 hurlders to an alliance just isn't feasible.

What would you define as effective hurdling? I think that the strategy at many regionals was the best two hurdlers team up and take a 3rd bot that would best fulfill a strategy (lapping, defense, ball knocker, etc...) since there were no more hurdle bots. But I think in these divisions, there are enough hurdling capable bots that can also employ those previously mentioned strategies. Our team is a good hurdle bot and at each regional we attended we had to be one of THE hurdle bots on our alliance. While we aren't going to hurdle 5 times a match, 2-3 hurdles/match is a given for us now and with our improved system we were able to get 4 in one match at Davis. But we also have an amazing drive system, two speed AMs, 12-15 ft/s in High. But in every match we had to be the hurdle bot and never really got to just run laps. I'm sure there are other teams in the same position as ours that could really round out a divisional winner; a hurdle capable bot that can also defend, lap, etc...
